New Pay Commission Brings Salary Increase and Rule Changes for Employees

Before the Holi festival, a significant number of employees have received a generous gift in the form of a new pay commission. The preparations for this have been finalized and approved by the cabinet.

As a result of this decision, officers and employees can expect an increase in their salaries ranging from Rs 10,000 to 12,000. Guidelines have also been issued to ensure that all eligible employees receive this pay scale benefit.

The state government has recently announced the promotion of its employees before the Holi festival. The promotion will be based on the new pay scale, and employees working in various departments will be eligible for it. The cabinet had a meeting regarding this new pay scale, and it has been approved.

The employees’ long-standing demand for minimum wages has also been accepted, and detailed guidelines have been issued for the same. However, only those who have attained the prescribed qualifications for the post and have been appointed through an advertisement will be eligible for this increment.

Order to be implemented with immediate effect

The contract employees working in all departments of Uttar Pradesh are now entitled to the benefits of the seventh pay scale, along with the relative minimum wages. To make this happen, the proposal for the amendment of the third report of the Pay Committee has been approved.

Additionally, the contract employees will also receive the seventh pay scale benefits as per the recommendations made by the government in the financial report of the Pay Committee 2016. The Chief Secretary Committee has ordered the immediate implementation of this decision.

Rules set

Under the issued order, certain rules and instructions have been established for the contract employees working in government departments. Only those employees who meet the required qualifications for the post and have been appointed through advertisements will be eligible for this benefit.

As per the government’s regulations, such employees will receive the pay matrix level benefit based on the revised pay matrix related to the contract money. Additionally, the salary will include the minimum amount and the dearness allowance that will be given to state employees from time to time.

Benefits of seventh pay scale

Before the contract amount is disbursed, the contract employees’ work record will be verified to ensure that they have completed the prescribed work duration daily. However, part-time employees and contract workers who work for fewer hours than full-time employees will not be eligible for this benefit.

Additionally, all contract employees who have been appointed through a transparent process after completing formalities for posts created on the basis of advertisements will be entitled to the seventh pay scale benefit.

It is worth noting that until now, these employees were receiving minimum wages based on the sixth pay scale. With this decision by the cabinet, the state government will incur an additional annual expenditure of Rs. 29 crores.

They will not get benefit

The benefit of the seventh pay scale will not be extended to part-time employees such as Anganwadi workers, ASHA workers, cooks, PRD servants, Home Guards including Kisan Mitra, Shiksha Mitra, MNREGA, Audit Coordinator, and Seasonal Instructors. Furthermore, this system will not be applicable to employees engaged in seasonal work under the Horticulture Department, Agriculture Department, Agricultural Education Department, and contract money for schemes run by the Central and State Governments, etc. Also, no contract appointments will be made against the posts created in the pay scale.

In 2016, a pay committee was formed, which recommended that contractual employees should also receive the minimum wage of the seventh pay scale.

After reviewing the recommendation of the Chief Secretary Pay Committee, the government was urged to implement it. Following this, the cabinet has now decided to extend the benefits of the Seventh Pay Commission to the contractual employees.
